Authorizes the City of Fayetteville to exercise extraterritorial jurisdiction and planning and development powers over the Shaw Heights area, notwithstanding G.S. 160A-360.

Defines the jurisdictional area as approximately 637.23 acres of non-annexed parcels currently surrounded by the City of Fayetteville and Fort Bragg Military Reservation boundaries, excluding two previously annexed areas (Area I of 4.13 acres and Area II of 2.21 acres).

Requires the City of Fayetteville to provide proportional representation on its planning board for Shaw Heights residents in accordance with G.S. 160A-362.

Section 1 becomes effective June 30, 2019, while the act itself becomes effective when signed into law.
