Requires instruction in first aid and emergency care education from kindergarten through grade 12, including cardiopulmonary resuscitation (CPR), Heimlich maneuver, automated external defibrillator use, and bleeding control training beginning in grade six.

Mandates hands-on CPR and Heimlich maneuver training using mannequins with students passing tests approved by the American Heart Association or American Red Cross, and requires successful CPR completion as a high school graduation requirement.

Requires placement of at least one trauma kit in each classroom of every public school, including local school administrative units, charter schools, regional schools, and state-operated schools.

Specifies trauma kit contents including combat application tourniquets, emergency trauma dressing, compressed gauze, nitrile gloves, trauma shears, and instructional documents; requires biannual training for school personnel expected to use kits.

Appropriates $10,000,000 in nonrecurring funds for the 2019-2020 fiscal year to purchase trauma kits, provide training, and create an online tracking tool; provides civil liability immunity for schools and personnel except in cases of gross negligence or intentional wrongdoing.
