Extends the Social Services Regional Supervision and Collaboration Working Group and delays implementation of the regional supervision system from March 1, 2020 to March 1, 2022.

Requires the Working Group to continue developing recommendations in three stages: Stage One addressing regional supervision (report due October 15, 2020), Stage Two addressing interagency collaboration (report due February 1, 2019), and Stage Three providing detailed recommendations (final report due February 1, 2021).

Increases membership of the Child Well-Being Transformation Council from 25 to 26 members and increases Senate appointments from six to seven members.

Changes interim and final reporting deadlines for the Child Well-Being Transformation Council from June 30 to December 30 for both 2019 and 2020 reports.

Adds a removal provision allowing the cochairs of the Child Well-Being Transformation Council to remove members who fail to attend at least 50% of meetings during a year.
