Directs the Program Evaluation Division to evaluate the NC FAST System's progress in creating and integrating the Social Services System Transparency and Wellness Dashboard as required by S.L. 2017-41.

Requires assessment of whether the Dashboard can serve as a report card with regular reports on child welfare, adult services, public assistance, and child support enforcement components.

Requires assessment of whether the Dashboard can be continuously updated to enable monitoring by State leadership, staff, families, and the public for accountability and transparency in social services spending.

Program Evaluation Division must submit its evaluation to the Joint Legislative Program Evaluation Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services no later than April 1, 2020.

The biennial 2019-2021 work plan of the Program Evaluation Division shall include this evaluation.
