Grants funeral processions the right-of-way at all intersections regardless of traffic control signs or signals, except when emergency vehicles or law enforcement officers direct otherwise.

Requires funeral procession lead vehicles that are not law enforcement vehicles to register with the Division and pay a $100 registration fee; violation is an infraction punishable by a $250 fine.

Provides immunity to funeral directors, funeral establishments, and their employees or agents from liability for death, personal injury, or property damage caused by vehicle operators in funeral processions, unless the funeral establishment itself operated a vehicle negligently.

Clarifies that funeral procession operators must still exercise reasonable care toward other vehicles and pedestrians, yield to emergency vehicles, and follow specific road rules regarding lane positioning and passing.

All provisions become effective December 1, 2019.
