Expands the definition of "responsible individual" in abuse and neglect cases to include individuals responsible for subjecting a juvenile to human trafficking under G.S. 14-43.11, 14-43.12, or 14-43.13.

Requires courts to file notice in stayed civil custody actions and to ensure notice of automatic stays is provided using a form created by the North Carolina Administrative Office of the Courts.

Changes notice requirements for abuse or serious neglect determinations from delivery within five working days to delivery "in an expeditious manner."

Allows law enforcement investigating the same allegations to be present during closed judicial review hearings for abuse or neglect determinations.

Adds new provisions requiring notice to parents' counsel and advice regarding relinquishment rights before a parent can execute a relinquishment to a department of social services for adoption purposes.
