House Bill 308 - Summary

• Grants the North Carolina On-Site Wastewater Contractors and Inspectors Certification Board authority to acquire, hold, and convey real property in the same manner as private entities, subject to Governor and Council of State approval.

• Establishes maximum fees for wastewater certification programs, including $150 for basic certification, $100 for renewal, and $300 for authorized on-site wastewater evaluator applications.

• Allows the Division of Coastal Management to accept electronic payments for permit applications, in addition to checks and money orders.

• Authorizes the Department of Environmental Quality to establish emergency measures for solid waste management during declared states of emergency, with procedures expiring within 60 days after emergency declaration ends.

• Makes numerous technical and conforming changes to environmental statutes, reporting requirements, architectural licensing thresholds (increasing from $90,000 to $200,000 project value), and extends remote notary authorization through March 1, 2021.
