Repeals existing textbook selection procedures and establishes new "Part 3C" giving local boards of education sole authority to select and adopt instructional materials for standard courses of study.

Requires local boards to maintain public repositories of all instructional and supplemental materials, with materials for health and safety programs posted online and physically available for parent review.

Establishes local community media advisory committees to investigate written challenges to materials on grounds they are obscene, age-inappropriate, or misaligned with curriculum standards, with appeals available to a State Community Media Advisory Committee.

Mandates that local boards provide free instructional materials to students with no rental fees allowed, though parents may be charged damage fees for abuse or loss under board-adopted rules.

Eliminates State Board of Education contracts for textbooks and instructional materials effective July 1, 2019, allowing local boards to continue using previously adopted State textbooks until those courses are revised.
