Repeals three local hunting acts: Chapter 388 of Public Laws 1907, Chapter 1101 of 1951 Session Laws, and Sections 1 and 3 of Chapter 587 of 1979 Session Laws, while retaining Chapter 587 of 1979 Session Laws for Cleveland County.

Modifies Chapter 587 of 1979 Session Laws to prohibit discharging any firearm from, to, or across the roadway or right-of-way of State-maintained roads or highways in Cleveland County, with penalties of $100-$250 fine or up to 30 days imprisonment.

Clarifies that firearm discharge restrictions apply only to Cleveland County and expand enforcement authority to all law enforcement officers and wildlife protectors upon request of landowners or lessees.

Amends S.L. 2018-10 to add Caldwell, Cumberland, and Yancey Counties to the list of counties where foxes and coyotes can be taken with weapons or by trapping during established seasons with no tagging requirements or bag limits.

Effective October 1, 2019, for all offenses committed on or after that date.
