• Repeals the requirement that buprenorphine prescribers register with North Carolina in addition to federal registration.

• Decriminalizes possession and use of drug testing equipment for individuals who use controlled substances and for organizations that distribute such equipment to detect contaminants in drugs.

• Adds reduction of drug overdoses as an official objective of needle and syringe exchange programs operated by governmental and nongovernmental organizations.

• Removes the ban on using state funds to purchase needles, hypodermic syringes, and other injection supplies for syringe exchange programs.

• Becomes effective upon enactment; ratified July 11, 2019 and approved July 22, 2019.
