Exempts electric vehicle charging stations from public utility regulation if they resell electricity procured from authorized suppliers exclusively for charging plug-in electric vehicles and meet other specified conditions.

Requires Environmental Management Commission to adopt rules by January 1, 2022 establishing a regulatory program for managing end-of-life photovoltaic modules, energy storage system batteries, and decommissioning of utility-scale solar and wind energy facilities.

Directs Department of Environmental Quality to establish a stakeholder process within 60 days and submit quarterly interim reports and a final report by January 1, 2021 on development of the regulatory program, with April 1, 2020 interim report to include resource recommendations.

Extends to small hydroelectric power producers (5 megawatts or less) with existing power purchase agreements as of July 27, 2017 the same capacity payment treatment previously granted only to swine and poultry waste small power producers.
