Reduces General Statutes Commission membership from 14 to 13 members by removing the appointing authority of the Charlotte School of Law, which has closed.

Changes the start date for member terms from June 1 to September 1, with terms expiring August 31 instead of May 31.

Streamlines vacancy procedures by requiring the original appointing authority to fill vacancies within the unexpired term, without specifying a 30-day deadline or Governor replacement process.

Allows members to continue serving after their term expires until a successor is appointed and reported to the Commission secretary.

The repeal of the Charlotte School of Law appointment authority becomes effective August 31, 2019, while other provisions are effective immediately upon enactment.
