Increases energy consumption reduction targets for State buildings to 40% by 2025 (from previously enacted 30% by 2015), based on 2002-2003 fiscal year baseline.

Requires all State agencies and institutions of higher learning to turn off lighting in unoccupied interior spaces and upward-directed flood lighting from midnight to 6:00 A.M., unless needed for safety, emergency, or insurance purposes.

Raises energy-efficiency standards for new public facility construction projects from 30% to 40% less energy consumption and for renovation projects from 20% to 30% less, compared to ASHRAE 90.1-2004 baseline.

Increases water use reduction standards for public facility construction and renovation projects from 20% to 30% less indoor potable water use compared to 2006 North Carolina State Building Code standards.

Requires State agencies and institutions to conduct feasibility analyses by October 1, 2020 for buildings over 20,000 square feet and implement economically feasible energy conservation measures within 10-year payback period.
