Amends G.S. 62-156(b)(3) to provide hydroelectric small power producers with power purchase agreements in effect as of July 27, 2017 the same avoided cost rate treatment as swine and poultry waste energy producers.

Exempts hydropower small power producers from the requirement that utilities identify a future capacity need in their biennial integrated resource plan before establishing rates, provided their facility capacity does not exceed five megawatts (MW).

Allows hydroelectric small power producers to renew existing power purchase agreements under the same favorable rate treatment as their initial agreements.

Effective upon enactment.
