Extends the sunset date for suspension of the Town of Spencer Mountain's charter from June 30, 2019 to June 30, 2023.

Suspends the charter of the Town of Eureka in Wayne County effective July 1, 2019 through June 30, 2024.

Exempts the Town of Eureka from annual audit requirements after completion of the fiscal year 2018-2019 audit during the suspension period.

Places all monies and assets of the Town of Eureka under control of the State Treasurer, who shall hold and use them for the Town and determine how they are held.

Prohibits the Wayne County Board of Elections from conducting elections for mayor or commissioner of Eureka during suspension, though current elected officials may retain their titles and participate in municipal organizations.
