Creates employment preference for eligible members of the North Carolina National Guard in all State departments, agencies, and institutions, recognizing their service to the state and country.

Defines "eligible member of the National Guard" as a North Carolina resident who is a current member of the NC or another state's National Guard, or has been honorably discharged from either.

Requires the State Human Resources Commission to grant preference in initial employment, subsequent hirings, promotions, reassignments, and horizontal transfers to eligible National Guard members who meet minimum job requirements.

Allows eligible National Guard members to receive credit for military service training and experience that relates to position requirements, and permits appeal of denied preferences through the grievance process.

Applies to all positions posted on or after the effective date and becomes law upon passage; encourages private employers to adopt similar preferences and clarifies that granting such preference does not violate equal employment opportunity laws.
