Directs the Juvenile Jurisdiction Advisory Committee to study modifying definitions of delinquent and undisciplined juveniles to apply only to those ages 10-16, rather than ages 6-16.

Committee must examine the number and types of crimes committed by juveniles under age 10 and current cases of undisciplined juveniles under age 10.

Committee must research how other states handle juveniles under age 10 who commit crimes, are unlawfully absent from school, or are regularly disobedient.

Committee must solicit input from interested stakeholders during the study process.

Committee must report findings and recommendations, including any proposed legislation, to the Joint Legislative Oversight Committee on Justice and Public Safety by March 1, 2020.
