Designates North Carolina's time zone as the time designated by the U.S. Department of Transportation pursuant to the Uniform Time Act of 1966.

Authorizes North Carolina and its political subdivisions to observe Daylight Saving Time year-round if Congress authorizes states to do so.

Requires the Commissioner of Agriculture to notify the Governor within 60 days of Congress authorizing year-round Daylight Saving Time.

Directs the Governor to implement the year-round Daylight Saving Time policy by executive order or other means upon notification from the Commissioner of Agriculture.

Takes effect upon enactment into law.
