Appropriates up to $2,000,000 in additional recurring funds from the General Fund for the 2019-2020 fiscal year to The University of North Carolina to support Comprehensive Transition Programs (CTPs).

Provides funding to support resident full-time students enrolled in four or eight semester certificate accomplishment programs for students with intellectual and developmental disabilities that are approved by the U.S. Department of Education.

Uses appropriated funds to eliminate the full-time equivalent (FTE) determination disparity between CTPs and traditional curriculum programs in the state university system.

Allocates funds to individual constituent institutions on a pro rata basis according to the number of CTP students enrolled at each institution if costs exceed available appropriations.

Becomes effective July 1, 2019.
