School performance grades changed from a 100-point scale to a 15-point scale effective with the 2019-2020 school year, lowering threshold scores for each letter grade (A: 85 or above; B: 70-84; C: 55-69; D: 40-54; F: below 40).

State Board of Education must adopt all interim rules as emergency rules by August 9, 2019, and submit notices for permanent rule adoption by December 6, 2019, with rules becoming effective no later than January 2, 2020.

State Board of Education must study school performance score weighting (currently 80% achievement and 20% growth) and alternative reporting methods for school accountability on annual report cards.

State Board must analyze feasibility of reporting achievement and growth separately, using graphs depicting school and state performance intersections, and including prior two years of data in graphical reporting.

Final study report with recommendations must be submitted to the Joint Legislative Education Oversight Committee by February 15, 2020.
