Establishes specific timeframes for the Director of the Office of State Construction to issue final written decisions on contractors' verified claims for completed state construction work based on claim amount: 120 days for claims under $100,000, 180 days for claims $100,000-$4,999,999, and 270 days for claims of $5,000,000 or more.

Allows the Director and contractor to mutually extend the decision deadline in writing, with the Director's failure to issue a decision by the deadline deemed an automatic denial of undisputed portions.

Permits contractors dissatisfied with the Director's decision to file a civil action in Superior Court of Wake County or the county where work was performed within six months, with all issues tried by judge without jury.

Applies the same claims procedures to community college board construction contracts as state board contracts.

Becomes effective January 1, 2020, for all verified claims submitted on or after that date.
