H 369 - Election Observer Bill of Rights

• Establishes explicit rights for election observers in North Carolina polling places, modifying G.S. 163A-821(c)
• Permits observers to begin duties when judges enter the polling location and continue until all ballot containers are sealed and voting enclosure is secured
• Grants observers the right to hear voter names and addresses at check-in, observe curbside voting, and traverse between curbside and voting areas, while maintaining a 5-foot distance from voters' vehicles
• Allows observers to keep ballot boxes in view until they are sealed and prohibits expulsion except by chief judge for cause with written notice signed by the chief judge and at least one other precinct judge
• Becomes effective upon enactment and applies to elections held on or after that date
