Extends the statute of limitations for civil actions involving child sexual abuse from the previous limit until the plaintiff reaches age 38.

Creates a revival window from January 1, 2020 through December 31, 2021 allowing previously time-barred civil actions for child sexual abuse to be refiled.

Removes the 10-year limitation period for civil actions involving child sexual abuse, making such claims indefinite in duration.

Requires local boards of education, charter schools, regional schools, and university chancellors to adopt and implement child sexual abuse and sex trafficking training programs for school personnel working with grades K-12 by January 1, 2020.

Appropriates $50,000 to the Department of Public Instruction for the 2019-2020 fiscal year to assist schools in implementing the required training, with school personnel required to receive 2 hours of training in even-numbered years beginning in 2020.
