Requires jail administrators to attempt to determine if prisoners are legal U.S. residents through inquiry or document examination, and to query Immigration and Customs Enforcement (ICE) if legal status cannot be determined.

Mandates that when ICE issues a detainer and administrative warrant, the prisoner must be brought before a state judicial official without unnecessary delay for verification of identity.

Allows prisoners held on ICE detainers to be released upon the first of: 48 hours passing from warrant receipt, ICE taking custody, or ICE rescinding the detainer.

Makes willful failure or refusal to comply with these provisions grounds for removal of sheriffs and police officers from office.

Requires annual reporting to the Joint Legislative Oversight Committee on Justice and Public Safety beginning October 1, 2020, detailing ICE queries, detainer requests, magistrate proceedings, and custody outcomes.
