Extends the application deadline for the Hurricane Florence Agricultural Disaster Program of 2018 for farmers in counties that received a Secretarial Disaster Declaration between January 31, 2019, and February 15, 2019, for excessive rain and flooding losses occurring May 15, 2018, through December 31, 2018.

Allows farmers with verifiable agricultural commodity losses in eligible North Carolina counties to apply for financial assistance under Section 5.11 of S.L. 2018-136, notwithstanding the original deadline that had already passed.

Directs the Department to accept completed applications for no more than 10 consecutive business days (excluding days of federal government shutdown) beginning when the act becomes effective.

The act expires once the Department has processed all applications validly received during the 10-business-day application period.
