Prohibits registered sex offenders from knowingly residing within 1,000 feet of organized residential youth camps, applicable to offenders who committed crimes against minors under age 18 or offenses in Article 7B found to present danger to minors.

Defines "organized residential youth camp" as a program providing outdoor group living experience with educational and youth development objectives, offering permanent or semi-permanent lodging and meals for 8 or more children over 4 or more consecutive nights, at least 6 times per calendar year.

Exempts child care centers and youth camps located on or within 1,000 feet of higher education institutions where the registrant is a student or employee.

Exempts registrants who established residency prior to the effective date from the new restrictions; changes in property use or ownership after residency is established do not form basis for violations.

Becomes effective December 1, 2019; violation of residential restrictions constitutes a Class G felony.
