Bertie County may contract with private entities to construct, provide, or maintain affordable rental housing on county-owned property, notwithstanding Article 12 of Chapter 160A of the General Statutes.

County shall restrict rental units exclusively to Bertie County Public Schools teachers and employees, with fallback eligibility to Bertie County employees, Town of Windsor employees, or State employees residing in Bertie County if units cannot be filled by school personnel.

Bertie County Board of Directors may establish reasonable rents for housing units and has discretion to charge below-market rates.

All affordable housing units must comply with applicable building codes, zoning ordinances, and health and safety statutes, rules, and regulations.

Act becomes effective upon enactment into law.
