North Carolina applies to Congress under Article V of the U.S. Constitution for a convention of the states to propose constitutional amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and Congress members.

The application remains in effect as a continuing application until legislatures from at least two-thirds of all states submit applications on the same subject, with expiration set for December 31, 2028.

The Secretary of State must transmit copies of the application to the President, U.S. Senate and House leadership, North Carolina's congressional delegation, and presiding officers of all state legislatures requesting their cooperation.

The resolution becomes effective upon ratification.
