Revises the approval process for student and employee identification cards to be used as voting identification by changing certification requirements from sworn attestations that requirements "have been met" to statements that will "not knowingly be violated" going forward for cards issued after September 15, 2019.

Modifies student ID card photograph requirements to specify frontal images including the student's face that represent a "clear, accurate likeness" and changes equipment access security language from "kept in a secure location" to "restricted through security measures."

Requires student and employee ID cards issued on or after January 1, 2021 to contain expiration dates, with institutions providing copies of standard cards to the State Board for training purposes.

Mandates colleges and universities provide students with electronic links or copies of State Board-developed documentation detailing voting identification requirements, absentee/early/election day voting options, provisional ballot information, and availability of free state voter photo ID cards.

Changes the State Board's deadline for approving participating institutions and entities from April 1 to September 15, 2019, and shifts the temporary rules adoption deadline from February 1 to June 1, 2019.
