Authorizes three capital improvement projects at UNC institutions: Southeast Dining Facility at UNC Wilmington ($14,000,000), Lower Campus Residence Halls at Western Carolina University ($60,000,000), and New Residence Hall at UNC School of the Arts ($46,000,000)

Permits financing through gifts, grants, receipts, self-liquidating indebtedness, Medicare reimbursements, hospital receipts, and revenue or special obligation bonds, excluding General Fund appropriations

Allows the Director of the Budget to authorize increases or decreases in project costs or changes in funding methods upon request from the Board of Governors

Authorizes the Board of Governors to issue special obligation bonds up to the specified project costs plus 5% for issuance expenses, reserves, capitalized interest, and related costs

Became effective upon signature by Governor Roy Cooper on July 19, 2019
