Allows Robeson County Public Schools to set school opening dates as early as the Monday closest to August 19, instead of the standard August 26 requirement, if the State Board of Education approves on a showing of good cause

Defines "good cause" as schools in the county being closed at least 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies

Permits Robeson County schools to adjust closing dates as needed to maintain minimum instructional days and instructional time requirements

Exempts schools with modified calendars designated in 2003-2004 from these opening and closing date requirements, allowing them to continue operating under their modified schedules

Applies only to Robeson County Public Schools and becomes effective beginning with the 2019-2020 school year
