Creates a House Select Committee on Emergency Electrical Service for Nursing & Adult Care Homes to study the feasibility of requiring nursing homes, combination homes, and adult care homes to provide emergency electrical service during power outages.

Committee shall study how to provide generator back-up electricity for these facilities and examine relevant laws from other states pertaining to generator requirements.

Committee consists of nine members appointed by the Speaker of the House, with a majority constituting a quorum and all official actions requiring a majority vote.

Committee members receive subsistence and travel expenses, and may contract for consultants or hire employees with assistance from Legislative Services Commission staff.

Committee must report findings and recommendations to the Joint Legislative Oversight Committee on Health and Human Services no later than March 1, 2020, and terminates upon submission of report or that date, whichever occurs first.
