House Bill 411 Summary

• Combines college and career readiness indicators for high school performance grades (grades 9-12) by allowing students to count toward the metric if they either achieve minimum University of North Carolina admission scores on college readiness tests OR score Silver, Gold, or Platinum on workplace readiness tests.

• Modifies the school quality and student success indicator under federal law compliance to include the combined college and career readiness measure alongside Biology end-of-course test proficiency and Algebra II/Integrated Math III completion rates.

• Requires the State Board of Education to report the combined career and college readiness percentage on annual school report cards for schools serving grades 9-12.

• Allows lottery winners of $50 million or more to request anonymity for 90 days after claiming their prize by treating their identity as confidential information under state public records law.

• Effective July 19, 2019, with educational provisions applying to measures based on data from the 2018-2019 school year and thereafter.
