Requires recipients of state water and wastewater infrastructure loans or grants engaged in regionalization to have written agreements with each local government unit purchasing treated or untreated water, stating current rates and anticipated increases over the agreement term.

Allows purchasing local government units to waive the written agreement requirement by adopting a resolution approved by their governing board.

Permits either local government unit to request Local Government Commission assistance in resolving disputes over agreements, with the Commission providing recommendations within 90 days.

Prohibits the Department from disbursing loans or grants to either local government unit until disputes are resolved to the satisfaction of the Local Government Commission.

Applies to disbursements under Chapter 159G of the General Statutes effective upon enactment, covering local government units anticipated to be served within 30 years following disbursement.
