Establishes the North Carolina Golf Council within the Department of Commerce to promote golf and foster economic development, tourism, recreation, and community involvement related to the sport.

Council comprises seven members with golf experience or knowledge: three appointed by the Governor, two by the General Assembly upon recommendation of the Speaker of the House, and two upon recommendation of the President Pro Tempore of the Senate.

Members serve four-year terms, with the Governor selecting the chair, and the council must meet at least quarterly with a quorum of four members.

Prohibits current General Assembly members, elected officials, and their immediate family members from serving on the council.

Appropriates $25,000 in recurring funds to the Department of Commerce for the 2019-2020 fiscal year to cover administrative costs, with the act becoming effective July 1, 2019.
