Modifies the process for filling vacancies on the Winston-Salem City Council by incorporating Sections 1-3 of Chapter 1248 of the Session Laws of 1971 into Section 12K of the city charter.

For vacancies with 12 or more months unexpired in the term, requires the Forsyth County Board of Elections to conduct a special primary and general election within 60 days of the vacancy, with candidates filing within 14 business days of the resolution adoption.

For vacancies with less than 12 months unexpired in the term, allows the Mayor to appoint a person recommended by the Forsyth County Executive Committee of the former member's political party.

Clarifies that a vacancy from resignation is deemed to exist when the City Council accepts the resignation, even if the effective date is in the future, with installation of the elected candidate occurring at the next meeting after the resignation's effective date.

Effective upon enactment and applies to all vacancies occurring on or after the law's effective date.
