House Bill 426 Summary

• Appropriates $66.2 million for 2019-2020 and $114.4 million for 2020-2021 to fund salary increases for employees of UNC, community colleges, and public schools, plus retirement system costs.

• Increases noncertified public school employee salaries by 1% for 12-month employees (July 1, 2019) with prorated amounts for part-time and temporary employees; intends same 1% increase for 2020-2021.

• Establishes minimum salaries for nine-month community college faculty ranging from $37,581 (vocational diploma/certificate) to $45,282 (doctoral degree) effective July 1, 2019.
