Authorizes the Town of Manteo to regulate navigable waters within its corporate limits through ordinances covering boat operation, speed zones, no-wake zones, anchoring, mooring, and placement of navigational aids.

Adds specified navigable waters to Manteo's corporate limits, including Shallowbag Bay, Doughs Creek, and Scarboro Creek, which remain exempt from Manteo taxation as state property.

Authorizes Hyde County to regulate navigable waters in Silver Lake on Ocracoke Island, with similar powers over boat operation, anchoring, mooring, and navigational aids.

Establishes that state and federal regulations from the Wildlife Resources Commission, Department of Environmental Quality, U.S. Coast Guard, and Army Corps of Engineers supersede conflicting local ordinances.

Becomes effective July 1, 2019.
