Requires all school employees involved in making or administering contracts to complete a minimum of 2 hours of ethics training once every odd-numbered year, with initial training required within 90 days of assuming such responsibilities.

Ethics training must include position-specific education on conflicts of interest and ethical standards of conduct, and may be provided by the North Carolina Association of School Administrators, North Carolina School Boards Association, UNC School of Government, or other qualified sources chosen by local boards of education.

Existing school employees involved in contract administration as of the effective date must complete initial ethics training within six months.

Requires terms and conditions of employment for school finance officers to mirror those of assistant and associate superintendents, including written contracts with terms of one to four years and protection against dismissal except for misconduct, incompetence, neglect of duty, or failure to carry out assigned duties.

Takes effect upon enactment.
