Adds campus police agencies of private institutions of higher education (certified by the Attorney General pursuant to Chapter 74G) to the list of entities eligible for tuition and registration fee waivers at community colleges.

Allows the State Board of Community Colleges to waive tuition and registration fees for community college courses that support the training needs of eligible campus police agencies on a specialized course list.

Appropriates $110,000 in recurring funds to the Community Colleges System Office for the 2020-2021 fiscal year to cover the cost of the waiver.

Becomes effective July 1, 2019, and applies beginning with the 2019-2020 academic year.
