Appropriates $180,000 in nonrecurring funds for fiscal year 2019-2020 to the Department of Health and Human Services to conduct a feasibility study for establishing a behavioral health crisis center in Burke County.

Study will be conducted through Partners Behavioral Health Management and must include facility programs, service area demand, provider capacity, recommended location, start-up costs, annual operating costs, equipment costs, payment sources, and required State appropriations.

Study must address facility infrastructure costs (rent, purchase, or construction), staffing and operational expenses (training, supplies, food, security, maintenance, medications, technology), and referral agreements necessary for patient care continuity.

Department must submit written report of feasibility study findings to the Joint Legislative Oversight Committee on Health and Human Services by February 10, 2020.

Act becomes effective July 1, 2019.
