Expands eligibility for need-based scholarships at private institutions to include nonresident dependents of active duty service members and veterans who share an abode with them and provide a letter of intent to establish North Carolina residency.

Maintains existing scholarship eligibility criteria for North Carolina legal residents, veterans with abodes in North Carolina, and active duty service members stationed in the state.

Appropriates $1,500,000 from the General Fund for the 2020-2021 fiscal year to the State Education Assistance Authority to fund need-based scholarships for military dependents and veterans at private institutions.

Becomes effective July 1, 2019, with scholarship eligibility changes applying beginning with the 2020-2021 academic year.
