Reduces the reciprocity requirement for barber licensure from three years of practice in the preceding five years to one year of practice immediately preceding application in North Carolina.

Updates pronoun references in G.S. 86A-12 from "he/his" to "the applicant" throughout the reciprocity licensing statute.

Increases fees charged by the State Board of Barber Examiners across multiple categories, including barber and apprentice registration from $50.00 to $59.00, and barber school permits from $130.00 to $152.00.

Raises examination fees for barber school instructors from $165.00 to $192.00 and late restoration fees ranging from $35.00-$85.00 to $41.00-$99.00 depending on category.

Becomes effective October 1, 2019, and applies to all fees charged and applications submitted on or after that date.
