Expands eligibility for handicapped license plates to include guardians or parents of handicapped persons, in addition to handicapped vehicle owners themselves.

Guardians or parents must provide medical certification initially and recertify every five years to maintain handicapped plate eligibility.

Authorizes four new special registration plates: ALS Research ($30 additional fee), Keeping The Lights On ($30 fee), POW/MIA Bring Them Home ($20 fee), and Wrightsville Beach ($20 fee).

Directs quarterly distribution of special plate fee revenue to designated beneficiaries: ALS Association of North Carolina Chapter, UNC Jaycee Burn Center, Rolling Thunder Inc. Chapter #1 North Carolina, and Town of Wrightsville Beach.

Effective March 1, 2020.
