Extends the deadline for mandatory LD (loaner dealer) license plates on service loaner vehicles from January 1, 2021 to January 1, 2025, allowing new motor vehicle dealers to display LD plates only when receiving manufacturer compensation or customer fees for loaner use.

Extends expiration dates for related dealer data requirements from December 31, 2020 to December 31, 2024 under Sessions Laws 2015-232 and 2018-27.

Delays the effective date for Section 7 of S.L. 2019-125 (dealer agreement provisions) from October 1, 2020 to May 1, 2021.

Allows motor vehicle dealers to transfer title to vehicles currently titled in North Carolina using sworn certification when manufacturer statements of origin or existing certificates of title are unavailable, including vehicles titled out-of-state.

Specifies that filing a false sworn certification constitutes a Class H felony and protects the Division from liability arising from transfers completed via sworn certification.
