Repeals sections of prior laws (S.L. 2013-360 and S.L. 2014-100) that restricted master's degree salary supplements for teachers.

Reinstates "M" salary schedule pay and education-based salary supplements for six-year and doctoral degrees for teachers meeting specific criteria starting in the 2019-2020 school year.

Eligible teachers include certified school nurses, those previously receiving supplements before 2014-2015, those in low-performing or high-attrition schools (15% or higher attrition rate), elementary school teachers, and those in STEM, special education, or English licensure areas.

Qualifies teachers who spend at least 70% of work time in classroom instruction related to their graduate degree while spending remaining time on mentoring, demonstration lessons, curriculum writing, or staff development.

Annual determinations required for continued eligibility; teachers in school administration degrees are excluded unless they qualified under prior provisions.
