Grants subpoena power to the Charlotte Citizens Review Board during evidentiary fact-finding proceedings in police disciplinary appeals.

Allows the board chair, vice-chair acting in the chair's absence, or a majority of board members to subpoena witnesses and compel production of evidence.

Authorizes the board to apply to Superior Court for an order to enforce a subpoena if a person fails or refuses to obey it, with court jurisdiction to issue the order after notice to all parties.

Applies only to the City of Charlotte.

Becomes effective upon enactment.
