Amends G.S. 115C-84.2(d) to allow Charlotte-Mecklenburg Schools flexibility in setting school opening and closing dates for the calendar year

Permits the State Board of Education to waive the standard requirement that school opening dates be no earlier than the Monday closest to August 26, allowing opening as early as the Monday closest to August 19 upon showing of good cause

Defines "good cause" as schools in the administrative unit having been closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies

Applies exclusively to Charlotte-Mecklenburg Schools, effective immediately upon enactment beginning with the 2019-2020 school year

Maintains existing exemptions for schools operating on modified calendars since the 2003-2004 school year
