Appropriates $500,000 in recurring General Fund dollars for fiscal year 2019-2020 to the Patriot Foundation to establish the North Carolina Patriot Star Family Scholarship Program.

Provides scholarships to eligible children and spouses of veterans and active duty Armed Forces members who meet specified residency and service-connected disability or death requirements.

Eligible children and spouses must be North Carolina legal residents attending or accepted to eligible postsecondary institutions, which include UNC schools, community colleges, private institutions, and accredited vocational schools.

Scholarship amounts cannot exceed the cost of attendance and must be reduced if recipients receive other grants or scholarships, with cost of attendance including tuition, fees, books, supplies, room and board, and equipment.

Patriot Foundation must establish administration procedures and submit annual reports by April 1 to the Joint Legislative Education Oversight Committee and Fiscal Research Division; act becomes effective July 1, 2019.
