Environmental Review Commission shall study utility-scale solar project decommissioning, including performance bonding requirements, hazardous material classification, safe disposal methods, recycling feasibility, agricultural land reuse, panel lifespan data, and other states' regulatory requirements, with findings due to the 2020 Regular Session.

Environmental Review Commission shall study North Carolina's solid waste disposal tax under Article 5G of Chapter 105, examining revenue history, distribution, Department of Environmental Quality expenditures, completed work, future plans, and the Inactive Hazardous Sites Cleanup Fund balance, with recommendations due to the 2020 Regular Session.
